A Mark Carney Liberal government would have to bring in nationwide rent control to get the NDP’s support for its first budget after the April 28 election, the Star has learned.
It will be among several requirements laid out by Jagmeet Singh’s New Democrats in the party’s platform, which will be released Saturday, as a condition for their support for the next government, according to an NDP source,聽who was granted anonymity because they were not authorized to discuss the details publicly.
The demands raise the stakes for the Liberals, who will also release their platform Saturday, as election day inches closer and polls show a tight race between the Grits and Pierre Poilievre’s Conservatives.
If the Liberals win the most seats in the election but fail to form a majority in Parliament, they may have to meet the NDP’s demands or seek the support of the separatist Bloc Qu茅b茅cois to pass their first budget.
That budget will be tabled in the face of economic uncertainty from U.S. President Donald Trump’s global tariffs and must receive the support of a majority of MPs in order for the government to survive.
Carney was in Niagara Falls on Friday where he underscored his campaign pitch that he is best suited to take on Trump, but he declined to say he was seeking a majority mandate from Canadians when asked by a reporter.
鈥淣o, we are looking for the votes of Canadians, we are looking for the support of Canadians,鈥 Carney told reporters in French. “Each citizen only has one vote.鈥
The NDP’s push on protections for renters comes as the party faces a dip in support. The New Democrats are fighting to maintain an influence in Parliament and stave off collapse by convincing progressive voters to elect enough NDP MPs to keep the Liberals to a minority and prevent a Carney government from cutting social services, an accusation the Liberal leader has denied.聽Singh has already said the NDP, under his leadership, would not support a Poilievre-led government.
“If you’re worried about these cuts, you need to vote for New Democrats,” Singh said in聽Quebec on Friday, where he was outlining his party’s commitments to the province.
All but five provinces and territories聽鈥 Alberta, Newfoundland and Labrador, Saskatchewan, Nunavut and the Northwest Territories聽鈥 have some form of permanent or temporary restrictions on how much rents can be raised by, but the NDP’s demand will be that rent controls exist for all units and remain even following the departure of a tenant, said the source.
In Ontario, for example, the maximum rent increase in most cases is 2.5 per cent per year, but it does not apply to units occupied for the first time after Nov. 15, 2018, or if there is a change in tenants.
When the NDP first pitched national rent control earlier in this election campaign, Singh said it would be a condition of federal housing funding if the New Democrats form government.聽
The NDP’s platform is expected to include other demands the next government must meet to earn the party’s support, but also other non-binding commitments the party will push for. It’s expected to propose a funding plan to house nearly 50,000 people living in encampments, a ban on financialized landlords, a plan to build three million homes by 2030, a mental health care strategy and funding for housing for veterans and members of the military, said the source.
Poilievre, who was in Montreal on Friday to announce a Conservative plan to reverse the current federal ban on single-use plastics, did not say when his party will release its own platform.
鈥淭hey鈥檙e not about saving the planet,” he said of the Liberals. “They鈥檙e about punishing all of us to make themselves feel good, to wag their fingers and lecture the people.”
