Penny Fisher looks around one of her bedrooms on moving day last month. She and hundreds of others were forced to leave Swansea Mews, a west-end housing complex, after a neighbour鈥檚 ceiling collapsed and the city declared the buildings unsafe.


Penny Fisher wasn鈥檛 finished packing yet, but the movers were already ferrying bins and boxes through her garden to the U-Hauls parked out front, their hard hats a reminder of the danger lurking inside her townhouse.

This had been her home for more than a decade: the place where she and her family had hung clocks and curiosities on the walls, painted their living room a deep shade of red and tended to the lush garden now surrounded by cardboard boxes. Two months ago, she couldn鈥檛 imagine leaving. Now she had no choice.
